A message is `uncertain` when its submission ended without a readable final answer: the
provider may have taken it, so it is never sent again automatically. A person who knows what
happened settles it here, as `sent` or `failed`, with the evidence; the decision is recorded
as a `manual` delivery event, the counters follow, and `message.sent` or `message.failed` is
sent to the workspace's webhook endpoints. Only an `uncertain` message can be resolved
(`409 invalid_state`).
